The Advisory Board is a consultative body that participates in defining the general guidelines of ERS’s action and in the decisions of the Management Board.
In this sense, the Advisory Board is responsible for issuing prior, non-binding opinions on all issues relating to ERS’s regulatory functions which are submitted to it by the Management Board, and mandatorily, except in duly justified urgent situations, on the regulations and general recommendations with external effect.
The Advisory Board is also responsible for issuing opinions on:
- The budget, the annual and multi-annual activity plans, the balance sheet and accounts, and on the activities report;
- Other matters that are submitted to it for consideration by the Board of Directors.
The Advisory Board may submit suggestions or proposals to the Management Board aiming to improve ERS’s activities. The Advisory Board meets regularly, at least twice a year, and extraordinarily, whenever convened by its Chairman, at the request of one third of its members or at the request of the Management Board. The members of the Advisory Board are remunerated through attendance grants, in an amount set out in ERS regulations, in an amount set by ERS regulations, not exceeding the equivalent of two national travel allowances permitted by ERS.

Composition
The Advisory Board is composed of 20 members, as follows:
- 1 representative of the member of the Government responsible for the health sector;
- 5 representatives of the various categories of establishments subject to ERS regulation;
- 5 representatives of users, through specific associations of health care users and general consumer associations;
- 5 representatives of professional public associations and other professional associations in the health sector;
- 2 representatives of other public bodies with links to the health sector;
- 2 independent individuals with knowledge and/or experience in the health sector.
