Management Policy


In the pursuit of the mission and responsibilities laid down in its Statutes, and in maintaining a Quality Management System compliant with the NP EN ISO 9001 standard, the Portuguese Health Regulatory Authority (ERS) Board of Directors aims primarily to create value for society through independent, impartial and transparent regulation and supervision, as well as through the promotion and safeguarding of competition among healthcare service providers and the reinforcement and protection of Patient's’ rights.”

This commitment is underpinned by the following strategic guiding principles:

  • To discharge its mission and responsibilities independently, ensuring transparency and the effective communication of its actions and decisions to all relevant stakeholders;

  • To provide clear, accurate and accessible information to all actors within the healthcare sector, in particular to users and regulated entities, with a view to enhancing their satisfaction and ensuring informed engagement;

  • To promote the personal and professional development of its human resources, upholding professional integrity, accountability and a culture of responsibility, supported by interdisciplinary and continuous training;

  • To ensure full compliance with applicable legislation, regulatory frameworks and other binding requirements, in particular those arising from its Statutes;

  • To establish, maintain and strengthen forms of cooperation, at both national and international level, with peer regulatory authorities and other relevant bodies;

  • To foster a culture of continuous improvement, effectiveness and organisational performance across ERS as a whole.

This Policy shall constitute a priority for all staff and shall guide their functions, conduct and operational decision-making.
